Xi'an Research Institute always adheres to the value orientation of making achievements and cultivating talents. It has been continuously strengthening the construction of scientific research teams. It has established high-level scientific and technological talent teams and R&D teams that consist of the recipients of special government allowances granted by the State Council, chief scientists from the Ministry of Science and Technology, China Coal Technology & Engineering Group, and Chinese Institute of Coal Science, and its own chief experts and researchers. It has master's and doctoral degree programs as well as a postdoctoral scientific research station. With 19 supervisors in doctoral degree programs and 28 supervisors in master's degree programs, Xi'an Research Institute has admitted a total of over 300 students to its independent programs.
