V. FAQ
1. What are the types of EIA documents and how to determine the EIA category of the project?
A: The principle of "classified management" is adopted in environmental impact assessment. According to the degree of environmental impact of construction projects, EIA documents can be divided into three types: "environmental impact report, report form and registration form". If a construction project may have a significant impact on the environment, an environmental impact report shall be prepared; If a construction project may have a slight impact on the environment, an environmental impact report shall be prepared; If the construction project has little impact on the environment, it is also necessary to fill in the environmental impact registration form. It can be determined according to Classification List of Environmental Impact Assessment of Construction Projects issued by the Ministry of Ecology and Environment.
2. After the approval of the EIA document, the actual construction content has changed. Does the EIA document need to be re-compiled?
A: According to the Environmental Impact Assessment Law and the Regulations on Environmental Protection Management of Construction Projects, major changes have occurred in one or more of the five factors of the nature, scale, location, production process and environmental protection measures of the construction project, which may lead to significant changes in environmental impacts (especially the aggravation of adverse environmental impacts). Among them, List of Major Changes in Coal Projects (Trial) has been released. If the changes are defined as major changes, the environmental impact assessment documents shall be submitted for approval again, and those that do not belong to major changes shall be included in the completion environmental protection acceptance management.
3. Which construction projects need to prepare water and soil conservation plans?
A: Article 25 of the Law on Soil and Water Conservation stipulates that "production and construction projects that may cause soil erosion shall be started in mountainous areas, hilly areas, sandy areas and other areas that are prone to soil erosion as determined by the water and soil conservation plan, and the production and construction units shall prepare soil and water conservation plans", and water conservation plans shall be prepared for all projects within the required scope.
4. What technical reports on soil and water conservation need to be prepared during the whole process from construction to production?
A: Under normal circumstances, it is necessary to prepare water and soil conservation plan report, preliminary design of water and soil conservation, monitoring report of water and soil conservation, supervision report of water and soil conservation, and completion acceptance report of water and soil conservation facilities. If major changes are involved in the project, a change report on soil and water conservation shall be prepared.

A: For mines with complete compilation data, the compilation time generally takes 2 ~ 3 months, and the actual situation of mines should also be considered.
